Government Contracts & Proposal Manager
Purpose: To scale, the founder cannot spend 40 hours a week writing government bids. This role takes over tracking solicitations, managing small business set-asides, and drafting compliant proposals.
Core Responsibilities:

Monitor government procurement portals (eVA, eMaryland Marketplace Advantage, SAM.gov) for matching RFPs, RFIs, and RFQs.

Manage the end-to-end proposal development life cycle, ensuring 100% compliance with federal, state, and local acquisition regulations.

Leverage TECBOMO's socio-economic certifications (MBE, DBE, SBR, SLBE) to identify and pursue strategic prime and sub-contracting avenues.

Coordinate with elite hardware/software partner brands (Cisco, Dell, Intel, Carahsoft) for pricing quotes to support value-added reseller (VAR) bids. See our Partner Ecosystem here.
Key Requirements:

3-5+ years of experience in Government Contracting and Proposal Writing (specifically in the IT/SaaS space).

Deep familiarity with state (Maryland/Virginia) and federal procurement life cycles.
